Played through most the halo games the last year (didn't finish odst because i lost track and infinite because it was boring) and 4 was honestly the worst. There were numerous points were i was so bored in considered quiting. I'd say reach was probably the most enjoyable to play gameplay wise
Infinite campaign is good, but Halo 4 certainly is shit. All the environments felt boxed in and had minimal texture variation. The game didn't have a console with enough RAM. Reach is amazingly good. The AI was leagues ahead of 4.

The run of the mill grunt just wouldn’t profit from an AI beyond some minor stuff like translation, directions, and identification (which you don’t really need an advanced AI for). Though officers with AIs (I’m just assuming Cortana like AIs exist at this point) would be able to assess the available information on the battle space quicker with a higher degree of accuracy while on the other hand they would be able to an properly plan out an optimized course of action while synchronizing with the AIs of other units to avoid destabilizing disruption. All in all AI should lead to a more organized force, but a force that hasn’t traded flexibility for that organization.
If the computational power to run it is low enough cost, there's no reason to not have every Joe with an AI in his ear that's monitoring whatever sensors he's got networked to him, keeping him reminded of the task at hand, and quite likely, bantering a little to help maintain morale and break tension. There's a reason game devs provide you with a third person voice over whenever they aren't trying to make a section spooky and horrific, and just like how smart battlefield tech is starting to imitate FPS UI design, there are solid reasons to have an observer metaphorically and a tad literally riding along with you as long as it isn't expensive.
