    I was thinking helicopters since you could at least move guys around with them, maybe crop dusters but without munitions you could probably just use drones instead for that

    Something I haven't seen used that I would be interested to see is having a decent sized solid rocket motor throw a glide vehicle high enough to give it a decent range while also using GPS guidance on the glide vehicle once it's slow enough to avoid CoCom Limits.

    Fertilizer truck bombs.
    Dirt cheap, and very potent.
    Downside is you have to sacrifice a truck and a lot of otherwise useful fuel.
