Italy isn't building Constellation frigates. Also everything except the hull itself is an American design, like engines, sensors, processing, and weapons. It's just an Italian hull design that Italian investors get a cut of with every hull laid down.

Lmao no. That is not how domestic manufacturing works. For instance Fincartiere has exactly zero idea how the radar works because only American engineers at a subsidiary in Wisconsin are told that. They are intentionally separate entities tied only in finance, which doesn't make anything an export.
