What are my options for a window like this? It's a single pane sliding window with a storm window on the outside. It's obviously leaking air. I can reglaze the windows but what about any air leaking through the tracks? Can you buy need windows and tracks like this?

It depends. If the frame has a flange then its more involved. Have a window company bid it, let them explain how they intend on doing. Without seeing it in person it’s speculation

Retrofit vinyl windows designed to replace aluminum windows like in the OPs pic are dirt simple to install, the old frame isn't disturbed and they are self trimming. You just take the old sash out, run a liberal bead of caulk around the exterior rim of the old frame, put the new window in the hole and screw it in.
If you had ever actually done it you'd know that 30 minutes is plenty of time to do it, maybe 40 if it's your first time ever.

Just replaced the single pane hopper windows in my basement because they were old and shitty like yours. Don't know what country you're in but lowes and Home Depot make standard size hopper and slider windows like this. Measure your rough opening and see if they carry your size. If not you'll have to order custom like I did; if you do make sure to shop around.
You'll have to remove the 1by around the perimeter and the casing. Look inside the jamb of the window and see if there are screws going through the jamb. Remove those and it should pretty much slide right out. When you install the new window use foam to seal the gaps.
Had any of you boys actually done this kind of work or any work for that matter.
Youd know that replacing windows is one of the easiest, most profitable things you can do.
