      Yuan can't be traded or exchanged and is wholly controlled by whatever vague amount tha CCP sets it at. Whereas the USD among other strong currencies are backed both by market factors as well as notably guarantee of freedom of navigation/trads.

      there have been moves to shift the $ way up, not way down, with regards to special drawing rights - even with the new addition of RMB the US fraction (0.57) is still as high as it was in the early 90s, while the US remains predominant at over 59% of nations' reserve currency, being the only currency over 25%, lapping "competitors"
      RMB is rising only in countries that are adversarial to the US (China/Russia) or who are neutral but at threat from Chinese hostilities, so instead of "playing nice" with the threats who already said they want to ruin the American economy and hoping they come back to USD after you let them invade all their neighbors for free, the power play is to frick them over as hard as humanly possible and then to allow whatever democratic government replaces them to use USD again without restriction

          those "Yuan" transactions with are closed in USD and then converted back, the process of closing these transactions with Yuan would be detrimental & unreliable for both parties, and that's why there was an entire slew of articles about how China was definitely 100% going to dethrone the dollar and swap them all to Yuan following some CCP propaganda... in 2018, which still hasn't happened yet to this day
          the cost of antagonizing people who say they want to destroy the dollar by making it harder for them to use the dollar today is nil, if it stops them from effectively building any alternative in the future - either you have rendered them helpless, or they did what they would have already done anyway (but not with the benefit of your help & financial aide) - the fact there's a war on and Russia is easily culpable is just a really convenient excuse to seriously go to town on them, even though there are short-term negatives for ally economies that would normally complain about sanctions
