    If Ukraine wants to use them in Ukraine to protect Ukraine, whats the problem. They know the risk, the reason cluster munitions are banned is not because like WP they cause unnecesary suffering or blinding lazers which can only maim targets but because of the increased prevalance of UXO. Its a genuine concern but its not like Ukraine is leaving all that UXO on foreign soil, it is ther own. And anyway, so many landmines have been placed that I doubt Cluster munitions will represent a majority or even plurality of UXO deaths
