Well, this is stricly illegal according to the ATF. You need to have at least a green card to buy, own or carry any firearm or ammunition. Exception for Texas who allow tourist with temporary hunting license to own a specific registered gun during the hunting trip.

No, hunting license is a federal exception and makes you a regular gun owner. The only difference is that paperwork takes 10 minutes more time and you have "US CITIZEN: NO" with a I-94 number on all the background check forms.
You don't need a green card, you just need to be in the US legally (even under a temporary visa) and get a hunting license

Layaway means you put a down payment on something, the store reserves it for you and you get it once you pay off the full amount. No gun store is giving you a loan to buy a gun that they're going to get shot with 6 months later when they try to repo it from some trap house.
