No, it was a camo specifically designed for urban operations and tested by the USMC. See "Operation Urban Warrior 1999"
It was designed to blend in with the city. The Ts and blocks break up the gray silhouette.

This was in another thread recently, apparently Saudi Arabia altered US chocolate chip camo to be more grey and it might be one of the best camos ever made
Middle East countries like Saudi and Qatar really bought into the urban camo concept. Theres like 8 or 9 different Urban DPMs fro that reigon of the globe

I think good urban camo (in terms of a pattern) has rarely been done. Most attempts seem to boil down to "existing camo pattern, except gray" which sucks. IMO the bongs were on the right track with berlin camo, since cities have bricks and rusted metal shit so some kind of orange or burgundy is a necessary color. Nobody ever does that though, even the bongs only did it on their vehicles for a single deployment and there were never any associated uniforms.
