IFVs actual purpose is carrying infantry and putting HE on enemy positions, the CV90s are better at this than Bradleys/Marders/BMP-2 because they have a far bigger crew compartment and a far bigger gun. Anti tank is really kind of a meme/last resort for IFVs so TOWs aren't actually that important, the USA clubbing sandBlack folk with bradleys is the exception, not the rule.
This. IFV's engaging tanks is not a primary role, typically done as emergency. No IFV commander wants to want themselves in a position where they need use the TOW on heavy armor, doubly so when there isn't time to properly dismount your guys with AT in case the TOW fails which can absolutely happen.
