6.8 TV is a normal 60k psi rifle pressure cartridge. It's not 277 Bubba's Fury

Nope, once a machinegun, always a machinegun according to ATF.
You can't just modify the receiver.
The only legal way to do it would require torch-cutting the entire receiver and re-welding it back together with blocks that prevent it from firing full auto.
