If the glass is thick enough and at a sufficient angle, it will not penetrate. I have shot some kinds of 8mm polycarbonate at a an angle of 70 degrees from perpendicular, and they did not go through. Straight on through 2mm glass? Not a problem.
I shattered a tempered window out of a minivan with a red ryder bb gun once. I think that had less to do with impact and more with lucky shot placement in just the right spot of a corner.

Was shooting the family single shot .22lr off the back porch while home alone. Had a round that didn't go off so brought the gun to a "low ready" type position to change the round. Damn thing went off and made a quarter sized hole in a window that had a plant in front of it (from the inside)

I've shot Aguila Super Ex out of a 10/22 through an old windshield...you'd have to have the most dogshit subsonic 22short for it to not go through moat glass.

I used CCI mini mags though...you might be able to do subsonic with a can, but depending on your jurisdiction and how much your neighbors care, it isn't silent and can get the police up your ass, especially because you'd be using an NFA item. An air rifle is a good choice, but I would probably just be a homosexual and pester code enforcement or animal control until they just make our neighbors life miserable enough that she just gives the cats up.

at any rational range, strike angle and thickness, yes, 22lr will break glass.
At extreme thickness, impact obliquities and ranges, it will not.
