If it's an air blast, after a week going outside would be fine. Ground blast could make the area very contaminated depending on the winds, but after a month, going outside would be fine. Before that, you need a way to decontaminate yourself when you go back in the shelter.

I built my own storm cellar since I live in tornado alley. It's 12" thick concrete walls with a 14" top and #6 rebar throughout. I worked on a highway bridge crew right out of highschool so this thing is built like a tank. It was pretty much an excuse to build a bunker without people thinking I was building a bunker.
