Engagement times for MANPADs are very short from realizing there is a target to getting your shot off is generally measured in seconds. I don't expect many people under these conditions to think "I should get my phone out and film this".
This isn't defending the IGLA but explaining why MANPAD shots are rarely filmed in general with the excepting of the Taliban / ISIS firing from the end of runways and know a plane will be there.
