The wine and the oil are food stuffs that are much more precious and expensive. They represent the wealthy people of the world. Saying that they are not to be damaged while putting a heavy price on the comely wheat and barley means that the working class will be made to face hardships while the wealthy class will be unmolested.
This layer of meaning is a bit cheap imo. This is what happens everytime there is a crisis. It's not exactly telling the future to say the lower classes will get fricked while the upper class is undamaged.
