Why not? If we're procuring replacement parts for the one in dock you might as well keep the other operational with the parts that work, and buy said parts in the same batch as the ones you were already replacing. It's literally the most practical thing to do.

The U.S. and U.K. do this with its ships and aircraft. If one unit is in for major repairs, or a major inspection. It becomes fair game for parts. The new parts usually arrive well before the end of the scheduled repair/inspection time.
This concept of repair and inspection cycles are lost on the ignorant.
