The manufacturing costs would be huge and it just wouldn't be worth it. Even if laws were re written and normal people could buy it , I still doubt it would be financially feasible. Possibly only as a pet project for a rich engineer, but not as a business.

Some American manufacturer really should try to recreate the AN-94 domestically. I mean if B&T can get away with selling non-combatproofed 5.56 pistonshit for $3k and get buyers, a company making working An-94 can easily ask $4k minimum.
The difference is that B&T sell theirs for 3k, bespoke oddities like this will be in the 6k+ range and that narrows the number of buyers down pretty significantly
There's no point in remaking the AN-94 because it would be classed as a machine gun if you included its signature feature. If you don't include the hyper burst mode, then there's no reason for the pulley system and reciprocating barrel. Any realistic recreation would just be an AK-104 with a parts kit and funny muzzle brake.
An assisted-reset binary trigger is not a machine gun per the NFA as written, and could probably get close enough to 1800 RPM to make the potential buyers of an AN-94 clone happy.
