        That's par-for-the-course in the Russian military. Their doctrine is based off of micromanagement like they're playing a fricking RTS game. You can't even wipe your ass without approval at the battalion level.

        It's the main reason their guys seem like they have no idea what the frick they're doing. They're only getting told what they're supposed to be doing every week or so. The lack of capable NCOs means you have a bunch of morons on the level of your average E-2 who can't so much as move to another foxhole without a COMMANDER'S approval.

          Yes. Any halfway competent military trains their troops to maintain possession of their service weapon 24/7 when in the field, at the very most keeping it one dive away in case you're doing something physical (digging primarily) and it's in the way.
          Even the Russians used to do this, as evidenced by pictures of soldiers carrying comically huge wooden AKs as punishment. They've just degraded so far and the war is so unpopular that they can't trust mobiks to hold onto their weapons, or else they'll frag their CO and run off into the fields.
