That's just how shooting from cover is supposed to work. Also, you should never, EVER, crowd your cover. Ideally you are at least a few feet behind whatever solid object is protecting you from bullets, because it stops protecting you the moment the other guy decides to escalate to explosives.

Not sure where you are getting at because that's literally how anyone would and should use a cover.
Exposing yourself for long period of time defeats the purpose and advantage of a cover.
My guess is that you wanted to describe a technique where the shooter pops out, take a shot real quick, then duck so fast, it looks like a Whac-a-mole from victim's standpoint.
But that's a terrible method in practice only good for dramatic effects in movies as one would normally want to only expose the gun barrel, gun sights, and understandably a portion of their head.
You could try "guerilla tactics" or "snapshot" or "shoot and duck" or whatever clever name since there really isn't an official term that I am aware of.

snap shooting is already a thing, the only difference between paintball/airsoft players doing it is that they go back into cover; actual shooters will commit to the movement knowing it's life and death.

basically im trying to make firing from cover matter in the game
so i want you to be able to shoot while using the cover, but still forcing you to expose yourself momentarily to return fire based on char speed
it's not whack a mole, it's just using the cover and defining how long you are exposed to return fire
it needs a name so i can refer to it in other parts of the rules wthout typing all this shit
