      The Upholder Class was pretty much at the end of it's service life by the time Canada got them. Now they spend more time above water than in it, and can only submerge something like snorkeling depth over concerns about their condition.
      Just getting them somewhat operational cost Canada more than had they built new submarines.

        I'm not a leaf but it's not the most moronic idea. It's a big export product that can be kept for years without spoiling. Keeping a reserve can help them respond to changes in demand or supply while maintaining a stable price.
        Still, I wish they'd take that effort and put it towards building a proper navy.
