Tomohawks were made to cruise at low altitude to:1)not be detected by radar(earths curvature)
2)most effectively use fuel for range, since they will be flying at low alt. there is no need to increase thrust above the minimum for flight since that will horribly increase drag.
So it's not that MANPADS will win every time because of their speed, it's the fact that tomohawks can and probably will hit their target whenever, with no warning.
