no, you can't camp outside of certain areas like campings and so on. the camino is not special. it has lots of refuges along it, the vast majority of people sleep in those, they cost 5e per night or something like that and some not even that, they survive on donations. you can also camp in any field you want or whatever but i think it's illegal although nobody really cares
