I've read that before, it mentions nothing about restoring the empire being the goal. Only that Ukraine is now part of Russia like it should be and the triple union will defeat the evil Anglo-Saxon world.
It assumes eradication of ukraine as a nation (which could arguably be conceivably done without murder, rape, torture and violence in general, but we can see that's not how russians roll) and is in no uncertain words about gloating how russia has become big and powerful and everyone has to listen to it.
