I do not have an HVAC system I live in horticulture country. there's an AC unit for the room which pulls air from outside but I don't think it has any kind of filtering or I don't know anything about it

Get rid of all the cats you should consider joining a church. Electrostatic air filter is what you want after deep cleaning. Getting rid of cats precedes that ad well.

Yes, a purifier will help. Any kind will be an improvement. If you're rich, a nice activated carbon model will really cut down on the pet smell. But even the cheapest basic filter will still make a big difference for sinuses, allergies, etc.

If you clean the litter box regularly there is no smell. Dogs smell not matter what you do. Your house will stink like a dog all the time. Cats don’t have a natural smell like dogs.

Well it depends on the size of the animal. For small dogs, they count for 3, so only 3 people should have 1 small dog. For big dogs, they count as 1/2, so 1 person can have 2 large dogs.

As someone who has worked in property management it’s insane how little landlords care as long as the rent is paid. I’ve seen some vile things in my time going on in relatively nice apartments.
