As somebody who grew up on the east coast and has lived in the west for a while, imo the people in the east are smarter buttholes, and the people out west are friendly morons, pick your poison.
If you want to make friends to go PrepHole with, the average westerner is usually more "outdoorsy" than the average easterner, but when you look at just the most experienced guys I have found that easterners far outmatch westards when it comes to skill/IQ. Also something about the sitka camo bow hunter superiority types really pisses me off but I can never really put a finger on what exactly about them it is that does it.

in what way, do you mean mountaineering? Or do you mean larping?
I live in the lakes. You can make it at 65k but might be rough. Lakes is primo weekender tier region, you have mountains, water, seacoast, all within an hour or so. You can make multiday trips happen too in the whites, but there's no real backcountry

Anon no exaggeration 50% of the people in Boise are people like you who moved here in droves from your shithole subburbs and quickly turned one of the best cities in the country into a shithole with a normal amount of crime, as opposed to the near none we used to have, and overpopulation and unlivable cost of living unless you work remotely from California.
The other 50% of people are locals, half of Wich hate the out of staters so passionately we will flip you off while driving for your plates, refuse to serve you at small businesses, and give you the silent treatment at work if you say where you're from.
Genuinly frick off, also most of the out spots within 2 hours drive of Boise have been taken over by Dirt bike and ATV trails, the out around the city kinda sucks.
