Large swathes of land should be reserved for wildlands, I dare say 50% because I concede, the rest for agriculture and the tiniest bit for human habitation. Out of these wildlands these should be accesible, free roaming with registration laws should be set and up to 10% in key areas should be restricted, but still visitable under supervision.
