Honestly not really, as far as a combat situation goes. It’s a last ditch weapon, and is really ineffective in war besides maybe close quarters combat. Still, they are needed.

They're good because they provide people who wouldn't be carrying a rifle or carbine normally to defend themselves if the need arises - mostly base/admin personnel or really far rear line units. It's especially important because most foes western forces can be expected to fight will not respect the rights of prisoners and as such we must give our soldiers every opportunity to remain out of the hands of the enemy, and give them a way to off themselves if they can't do that.
Also they're decent for policing work in many third world countries because dictatorship officers loved executing people with the things, so they engender more compliance.
Civilian modularity =/= Govt employee modularity
It's designed so that when a mouth breathing moron breaks something it can be fixed easily. Since the main fear was the grunts would chew on the hard peanut butter but get angry and chew harder because they aren't getting a good spreadable product the supply sergeant could swap the grip frame out in less than 5 minutes.
