Your question is actually quite complex, like the table. Material prices depend very much on location and situation/personal connections. What you are really asking for requires a DETAILED ESTIMATE so only you can do that for your desired materials, location, available tools etc.

Make a lathe out of your car, jack it up, bolt a stump where the wheel is supposed to be, and use an angle grinder with a chainsaw disc and finish it off with sandpaper flapwheels.

no I would use for fun times. like I said the round rotor I can get my hands on, the wooden housing would be more complicated but I can see how I would do that as well, I was just asking because usually I have very needlessly complex ideas and there's always somebody online that does in a simpler easier way that me.

I dont think I need a lathe, I have a perfectly good router that I can anchor in the would be center of the wheel, but a lathe setup like that would come be useful actually
