It's a NYC thing because of how fricking disgusting and garbage littered the city used to be in the 1880s
Most cities were, especially before adequate plumbing. But I think sanitation cops came about much later. The 1880s was before the NYPD got reformed by Teddy Roosevelt. Hell it’s before all the boroughs became one city.
No, most cities had and still do have alleys. It’s not well known, but alleyways actually serve a better purpose than sheltering the homeless, drug addicts, and criminals. You can put all your trash/dumpsters there. You can have deliveries made to the back door instead of trucks blocking the road just to offload freight. Go to a good city and the alleyways are your best friend.
A couple months ago they finally figured out that garbage cans exist. There's a video of residents watching a garbage truck pick it up and dump it and it's like they're watching alien technology.

Every state/federal/major city agency has its own LE branch. Mainly it's because the local cops are either too stretched too thin to enforce those specific laws, or the local PD chief/sheriff refuses to enforce said laws for whatever reason (and usually has enough old boy network points to avoid getting kicked out of office), so agencies ended up needing their own armed LEO forces to get shit done. For example, California has armed Lottery Commission and Horse Racing Board detectives, and NASA has its own heavily armed SWAT team full of alleged ayys.
tl;dr: Local cops either can't or won't enforce state/federal laws, so the involved agencies have to get their own cops to get shit done.

These are sworn law enforcement who enforce dumping and sanitation laws, because areas of New York can easily become trash piles due to all the shitskins just dumping trash everywhere. It does make sense, it's a big enough problem that they needed to make a separate branch of law enforcement to handle it.
California has a Department of the Lottery with law enforcement agents. The DMV even has sworn investigators that arrest and cite for car related crimes. There are a lot of niche agencies in big states due to the sheer amount of problems shitskins cause.
