My guess is Ukrainian organized small drone launch from within Russian territory. Intent to destroy the flag near the parade grounds. A clear sign that they could, if they wanted to, target Putin and other high military members a week from now when the real Victory Parade takes place. You can even see the parade stuff already there at the bottom of the screen.

False flags usually have an objective, something to be gained from doing them. In this case there's nothing to be gained from getting the Kremlin attacked and losing the narrative. Russia is already preparing their narratives for defeat.
They could spin it to upgrade the Special Operation to all-out war, in internal narrative/legal terms of course. This to force more widespread mobilization for the meatgrinder.
