Unironically watch this 1 minute video on how a toilet works. The water in the toilet raises until the float turns it off. You want the water to go up higher so change the mechanism such that the float has to go up more before turning off the fill mechanism.
Wrong. The water level in the bowl is determined by how much water drains off, not how much flows in. The U-bend behind the bowl determines how high the water level in the bowl sits, and it cannot be changed.

It’s possible it’s not at the max level after a flush because all the water gets siphoned off after a flush and then the fill valve closes before it fills to the max level.
Put a few coins or whatever onto the top of the float, it'll lower it a bit.
Flush toilet and watch what happens in the tank. You have a weird flush valve (canister instead of a flapper valve). But make sure that when it lifts up (when you push the handle) that it stays open until most of the tank has drained. If it closes too soon, not enough water will flow into the bowl. If that's what is happening, you may have to replace the flush valve.
Not a pro but I believe the water level of the bowl is not the same as the water level of the “flush”. You can change the later but not the former.
Turn the screw shown here, circled in pink, in a clockwise direction in order to raise the water level in the tank.
Don't turn it up so high that the water level in the tank overflows the large black tube in the center of the tank when full.

Put a brick in the upper chamber. It raises the water level in it so that it forces more water into the bowl.

the level of the water in the bowl depends on the height of the trap behind the toilet, this is not trivial to change
practically you'd need to buy a new toilet with the desired shape
Other posters already pointed out how you can easily change the water level in this thread. Using $5 words doesn't get you any closer to being right.
You literally can't, it's the design of the weir ("""u bend""") that's built into the toilet itself. I came to this board from fricking /misc/ and /k/ and are people here even more toxic to newbies than those places are? Christ what the frick people it's a simple question. The water level in the tank has frick all to do with the water level in the toilet when it's at rest and unused, that's what just gets dumped into it during a flush.
You can get a new toilet with a higher weir, but most new ones will be similar because they all try to flush with 1 gallon. That just isn't enough water to flush your gigantic hot-pocket dumps and leave most of the bowl full. The net result is you end up flushing 4 times so the regulation that made them design things this way is moronic as frick. Sometimes you can find a select-flush toilet that has a big/little flush mode and some of them have a higher weir that keeps the water level fuller.
Be grateful you aren't german, then you get no water at all and you get to savor the colors and aromas of your 3 day constipated taco bell grilled stuft burrito aftermath.

Which is why we call them "newbies", newbie. They are "newbies" until their hubris turns into the will to endure another day.
Replace the fill valve (or "ballwiener" in OPnese). You can try adjusting it, but it's almost always the case that it has a leak and ends up filling the reservoir more than the toilet. It's also wise to replace it because when they fail completely you
1. Turn off the water behind the toilet.
2. Flush toilet and make sure that there is little to no water filling the reservoir (older house valve almost always keep pissing out water). If there's still a significant amount of water then shut it off at the source. If it still doesn't shut off then consider calling a plumber and replacing the main shut off
3. Follow instructions on the replacement kit, make sure to clean up areas where fittings clamp down.
4. Turn on water, test, adjust as needed
That easy.

Calling any of those $5 words is a huge red flag.
it's real simple skippy, slowly dump 1 gallon of water in to the bowl (so it doesn't flush) when you are done that is the highest level the water can get.
this, you can adjust the the stuff in the tank but if the level is overflowing the lip in the back you cannot make it go any higher.

Pour a hydrophilic substance, such as brake fluid, into the bowl. Since brake fluid attracts water it will change the equilibrium such that the water level in the bowl remains higher than it usually would.
You can also use milk or soda if you don't have brake fluid lying around. They work, but not quite as well.
