Fast-firing guns for AA is inherently cool and awesome. Missiles for AA, other than manpads, are inherently dull and gay.
Sure, they might be more effective, but they are just so boring.
Heavier caliber guns seem to be better than smaller, faster firing ones. Makes sense considering the explosive radius and the ammo economy. The Oto 76mm for instance is a dam good AA gun

Modern drones, for all their advantages, seem to fly basically like WW1/WW2 planes, so logically flak would have a reason to return
Sensor fused and radar guided shells make it even more effective than traditional flak ever could be, too. DARPA's exacto could be used once matured as well to further increase hit probability
