      The launchers are fairly cheap. They're just mounts that hold missiles, and can be told to point them in vaguely the right direction. It's the missiles that are expensive (over $1 million apiece).

      Aside from the missiles, the expensive parts of the battery are the radar and the command station, which have most of the sophisticated electronics. The heavyweight Russian SAMs are roughly the same; the radar, command vehicle, and missiles are expensive, while the launching vehicles themselves are not.

      Now, for a medium mobile SAM that includes multiple functions within the same vehicle (e.g., Buk), yes, the launcher costs a lot; again, because it contains the radar and the command and control computers.

      For Patriot? To stop TBM attacks, which would be the first thing Russia would do in a war against NATO. If you can keep your established HQs safe and your chains of command functional you'll be a lot more effective than otherwise. It also helps take some of the load off of the air force, since they don't need to operate 24/7 CAPs in case someone fires cruise missiles.
