I'll add here that again uniformity would change it, but uniformity doesn't exist. Like in a military or police situation where everyone has a standard service arm (and uniform) then there is nothing individually special about any individual so that part fades away. But amongst the general unregulated population there are people who like $300 guns and people who like $3000 guns so it gets individual again.
Also while I used western legal orgs in my thinking, "uniform" could apply elsewhere, a criminal gang say. The point is still that there's a meta-message, not just the message of "I have a gun" but "I'm part of a group that is confident enough to broadcast I have a gun to the world because we're that strong."

But shoulder holster with a full size hg is by far my absolute favorite edc and it's not winter 100% of the time so I can't always have it under a vest or jacket and have to make do with something else. I will however never open carry if I'm not involved in a security/LE activity because it just break the surprise effect against a potential threat, as you inform the assaulter that you may counter his attack. It can even motive them to attack you first in the back.
If something escalate, you can still show you're armed to try a descalation. This still keep a surprise effect without using your gun, if that you want to do by OCing.

I don't see it often, but when I do, it's usually cringe. More importantly, at least to me, it puts a target on you. I love concealed carry.
It depends on what you're carrying and the social scenario obviously, but mostly it's a Game Theory thing:
• Ideally if everyone did it then there'd be no downside and some upside. Open carry is much more comfy and means you can use full size HGs, pdws etc easily. And if everyone is doing it then there's nothing strange about it nor are you any more of a target, because by definition there is nothing that stands out about it.
•However, "defection" is encouraged: if 90% OC and you CC, then you'd likely be "low priority", which is better then "neutral priority" like before. Plus it's mildly harder to steal your weapon from you and harder to tell if you're worth trying to steal from, because can't tell if you a gucci gun or cheapshit saturday night special beater.
•The more people who "defect" to CC, the more pressure remains on the remaining OC because now they do in fact stand out more. Social norms also change and others start to expect CC as the default, because humanity is like that, we are very very influenced by how others act.
•This inevitably results in CC being the default outside of combat or uniform cases which override the general norm.
There are still some civilian cases that override that too. Like a bunch of hunters having their rifles over their backs while they duck into certain stores or walk around or whatever is going to be fine basically everywhere rural with hunting. But in general "legally fine but socially weird" is the inevitable ground state.

I'll add here that again uniformity would change it, but uniformity doesn't exist. Like in a military or police situation where everyone has a standard service arm (and uniform) then there is nothing individually special about any individual so that part fades away. But amongst the general unregulated population there are people who like $300 guns and people who like $3000 guns so it gets individual again.
Also while I used western legal orgs in my thinking, "uniform" could apply elsewhere, a criminal gang say. The point is still that there's a meta-message, not just the message of "I have a gun" but "I'm part of a group that is confident enough to broadcast I have a gun to the world because we're that strong."

But shoulder holster with a full size hg is by far my absolute favorite edc and it's not winter 100% of the time so I can't always have it under a vest or jacket and have to make do with something else. If like 50-60% of people even open carried and it was no big deal I'd dump IWB in a second and not look back.
