The winning question for ATACMS procurement is if NATO is willing to let Ukraine use them to strike targets within Russian borders. They clearly don't care if Ukraines pre-invasion weaponry is used to strike Russian soil, but seem really cagey about their own equipment doing the same. I don't see ATACMS being used for many targets within Ukraine apart from border regions, but even that barely stretches ATACMS' legs.
If they get ATACMS, we can all but confirm they'll use it to strike targets in Russia.
