        The current Israeli government had a policy of trying to go easier on Hamas while cracking down on Fatah because it was felt that would be the best way to prevent a Palestinian state. The assumption was that, like Hezbollah after 2006, Hamas after 2014 were happy just being in charge of Gaza and making money and too afraid of Israel's ability to retaliate to actually do anything more than their token missile launches, so when lower-level and outside intelligence came and told them that they were planning a massive attack it was all written off as paranoid delusions that couldn't possibly be true.

        It's similar to how Stalin was told the exact starting date of Barbarossa by multiple sources and wrote it off as an Anglo trick because why would the Nazis tear up Molotov-Ribbentrop after less than two years?
