Hipoints are shit tho. They are the mini-14 of trash guns, they used to be the cheapest option but economies of scale left them in the dust. Turkshit guns cost just as much and are generally better and have more features. Most companies flagship striker pistols can be had for 300 dollars with spare mags, optics cut and even threaded barrels.

Hi point's classic pistols are still competitive in the "handgun under 200" market and no one really competes with them in their ultra cheap PCC niche.

The difference in cooling is negligible at best. For a bolt action hunting rifle it's practically within the margin for error. Rigidity isn't reduced proportional to the loss of weight as it would normally be because rigidity is largely a factor of external cross section, so it doesn't lose as much. It's important to note that pretty much all the benefits of fluting are extremely small and likely not even noticable in most applications. Hope that helps
