      Shells can last 50-70 years in controlled temperature storage with no degradation - and can be derusted and renovated if necessary.
      Propellants even in good storage conditions start to degrade after 15-20 years, starting with performance loss, and eventually chemical breakdown of the nitrocellulose to combustion.
      So, you need to keep producing more new propellant than projectiles, and in a WW3 you need large quantities of both anyway.

                Russia is fricking up Ukraine more every day and there doesn't seem like there's much Ukraine can do at the moment to stop it. They're entirely at the mercy of the west, and their morale has been steadily declining since the counteroffensive that achieved nothing last year.

                Even if Ukraine were loosing (arguably they are, but so is Russia) they will probably go down 3rd reich style and fight on until basically the last conscripted man, since they are fighting a compleatly defensive war and wish to inflict as heavy losses as possible to the vatnig hordes. There really isnt any "quck victory" scenario for either side at this point, politically or military. Both sides will probably slug it out for years unless NATO decides do say frick it and engage properly or Putin goes full NOOK.

                There is no surrender option for Ukraine, even were they now so inclined. Russia was "bullet-in-brain-in-a-hole-in-the-woods"-ing potential resistors in occupied areas as soon as it became clear that the Ukrainians wouldn't just roll over and become Russians.             It could also have been using something like barbeque briquettes as your charcoal source -- those are usually made of a mix of clay, other fillers, and shitty sawdust, and incompletely converted into carbon. People like willow and alder for powder because they make extremely fine, soft powder and carbonize well.
            The sulphur is more of a catalyst and stabilizer for the reaction. It lowers the ignition temperature and makes the ignition more even and reliable. You need very little to actually get it to work, but you do need to grind everything separately as fine as humanly possible. Mix the components wet, and then sieve them to get grains of even size. For commercial powder they coat and tumble the grains to make them even more.. well, even, but that's not really viable in a garage. Especially because it's a massive explosion hazard if you don't do it exactly right. Really, it's easier to grain it up and then use graduated sieves to sort out what you're using for primer and powder, and what you need to bust up a little more.

            Also if you make home-made, keep it sealed in a water-tight, static-proof container away from light or excessive heat (IE not in a Tupperware container in a car trunk or a garage in Houston). Should go without saying but all of those things either destabilize it or run the risk of igniting it.
