Spheromaks are only stable in the microsecond range after leaving magnetic containment. The muzzle velocity is horribly fudged in the MAURADER paper due to the uncontrollability of the plasma mass generated; other materials in-bore being ionized and ejected at different rates; and the overall efficiency of the system, which is probably 10% of the 10 MJ source. The RACE project, the predecessor to MAURADER, only claimed velocities of cm/s. It's wishful thinking they reached >1000 km/s. Their 1993 paper shows that they detected 200 km/s and they calculated peak velocity at 400 km/s. Which sounds great... until you realize the plasma dissipates within 10 us and 400 km/s * 10 us = 4 meters.
But go on believing the Air Force continued this project and have XCOM plasma guns now. It's fun to pretend.

Far, far less than a laser considering the plasma is a dense hot gas trying to expand as quickly as it possibly can into the vacuum around it while a laser is composed of a bunch of photons that essentially don't interact at all, whose only range limitation is the size and precision of the lens used to collimate them.

The US in a total war scenario would be like an alien invasion.
Its my personal belief that we're working on railgun technology to make marauder a feasible weapons system. A railgun using solid ammunition will destroy itself while firing. But plasma won't physically contact the magnetic rails during firing thus keeping them intact and allows the railgun to fire more than it would be able to with a solid projectile.

You're far better off developing ETC guns that give you similar muzzle velocities without any of the bullshit that comes with railguns or coilguns.
ETC comes with the bullshit of keeping your primary chamber sealed and generating your other gasses on-site. It's not a good option either.

The propellant is still in the cartridge. It's not like you have to pump a chamber full of hydrogen or something to make it work.

Man portable energy weapons are not going to happen without the kind of advancement in battery technology that would make the world unrecognisable before they were applied to weaponry. For rifles etc the next big thing is probably going to be slight reductions in the weight and increases in reliability of the weapon. We probably won't see any kind of widespread future armour either - as there is a maximum dollar value to the life of a single infantryman, and as unusually high as that is in first world militaries today they're pretty much there as far as the total amount spent on them goes.
One thing that wouldn't push the budget too hard, and wouldn't require any seismic changes in technology, would be improvements to the sighting systems and sensors provided for service rifles. Imagine a slightly chunkier scope that could see through walls, highlight a man/vehicle in camouflage or concealment, and provide you with a handy 'put the crosshairs here to hit that guy, moron' dot in your scope. Then combine that with airbursting grenade launchers (I know that's kind of an old concept now, but frick you they're cool) and that's probably the infantry weapon of the future.
