They were squared away and had a very good grasp on the type of warfare required of them. The tourniquets are not tightened in this instance, you wrap them around the arm but do not start twisting the windlass until you are hit. This way you don't stop the blood flow to the extremities until you need to.
There are uniforms that have built in "tourniquets" in a manner of speaking.

Doesn't really make sense for that Chechen sniper fantasy story though, the point of a tourniquet is to stop blood flow for a short amount of time before you receive serious medical help, after 20 minutes or so you'd lose your limb, if they're out on some suicide mission they wouldn't just tighten the tourniquet and run to a hospital

If you get shot in the leg/arm, the tourniquet is already there, so you tighten it, stop blood flow, and fight on until killed.
It's a common technique among the fanatically brave which dates back at least as far as the Moro warriors in the Philippine–American War of 1902.
