It's not stationary, it's just not very fast moving.
They're like barge modules that are capable of moving like a dozen knots or something. When they're all hooked up though I'm not sure how quick they'd actually be able to move, probably only a handful of knots though.

As it seems and I understand it idea is basically modular semi-submersible structures you deliver to the area to create a base capable of stationing an expeditionary force off the coast in the desired region rather than relying on building or being offered a base on foreign soil.
So it's a bigger aircraft carrier? Wouldn't this also mean it's got more structural integrity issues and be harder to move?

Facilities and bases, anything with stationed US Military Personnel, stuff like embassies and consulates, for example. Any US Embassy has a permanent detachment of Marines as on site security since Embassies are regarded as sovereign state territory of the Embassy Nation by law. Local Law Enforcement has no jurisdiction.
Also small co-operative facilities exist even in nations that are theoretically rivals. Anti-terrorism LPs and Joint training facilities for example.
Believe it or not US and Chinese troops can be in the same place without murdering each other and sometimes they even play games together.

The filename literally says 1945 in it, which makes some sense but it looks like they used a modern map for reference and plopped 1945 bases on to the map which would make some sense. Still whoever made this map should be executed.
I'm phonescum but I was kind of feeling immediate post ww2 from it but were there really US bases in Yugoslavia at the time? I know we worked with them but I had the impression tito was pretty fiercely independent.

Power projection is already a thing with carrier groups and the fact they have literally hundreds of installations around the globe. It would be redundant for the US but probably would serve someone like China well

Because if you let people build mobile bases that gives China a valid reason for building up the parcel islands. Besides only the US could afford this and they benefit from only being aircraft carriers at sea. If any turd worlder can dump an old oilrig and use it as a base the US would lose its naval air superiority.
