M14 is way heavier than an M16A1, but about the same weight as a kitted out block ii AR. We've been strapping so much crap to guns that the M14 is light in comparison.
It's a specialist gun. Extremely good in the right hands, useless in the hands of someone who cannot take advantage of its role and in that case you're better off with an AK.

Does quality of small arms actually matter at all for any significant combat effectiveness of an unit? Wouldn't it make more sense to just figure out the cheapest passable design for an assault rifle and churn those out by the millions?

I think you’re misunderstanding that this isn’t procurement on the part of the Ukie government, it’s literally donations from multiple nations with their perspective small arms they are willing to part with. And Ukraine isn’t in a position to just demand 1 unified service rifle.
Without considering optics, I'd definitely take an AK-12 over an M14. Higher capacity, lighter, less recoil, more reasonable sling options, but I wouldn't feel like either was some big handicap like a fricking Mosin is, and I have all three. Considering optics I agree with your take.

The M14 is still a detachable box magazine fed autoloading rifle, not a stripper clip fed bolt action. WWI is before Vietnam.
