So even if a PD finds a suitable applicant (odds are, they'll need 10 applicants to find one suitable to hire), they then have to wait for a slot in the academy to open up. Often, new officers wait 3-6 months for a academy slot to open up IF their department has priority. Departments with lower priority can wait a year or longer.
