    English is not my first language both doesn't the "left bank of the Dnieper" means it is still in Kherson region?
    wouldn't it have to be the right bank of Dnieper in order for them to actually evacuate on the other side of the river?

      Left and right in this case is in relation to the flow of the river. Kherson is on the right bank, the bridge crosses to the left bank

      Why do they even bother saying " the ukrainians are planning to bomb the dam" when it is advantageous for russians themselves to do it?         How is it advantageous for the Russians?

          After they evaculate their troops (they don't care about the civilians) they blow up the dam to make it harder for ukraine to advance in the region. They would use a geographic feature as a wall, something that russians have always relied on in their military history.

          It would however destroy Crimea's access to fresh water, so not a good idea unless they are also planning to abandon Crimea.
