      David Cameron pulled a bit of creative accounting back when he was PM by moving the nuclear deterrent and military pensions into the defence budget where previously they were not, meaning in real terms a huge cut in available funds to the military. It requires a huge boost in funds just to be where they were before, never mind actually grow anything.

        That's still somewhat normal, comparing to Russian or Indian or Chinese ships.
        But I don't think a submarines should look like that. It being smooth and clean is important for acoustic stealth. It looks worse than any Russian sub I ever saw, including ones that were retried 20 years ago and sit rusting in a dockyard since then.
