You can't declare war on organizations that aren't a country. Technically you can't do cross-border activities without either Mexico's permission or violating Mexico's sovereignty. Use of force below the level of armed attack isn't necessarily in violation of the UN charter. The US could do raids into Mexico without Mexican permission.

Killing the bosses just created a power vacuum and their lieutenants and captains would split offand form their own organizations to fight over the sudden vacancy. The winners would massacre the losers and anyone associated with them. That’s why all the big cartels from the 90s are either broken up or shadows of their former power. the new Jalisco is a textbook example of this.
