    The cartels are too rich. They would start putting hits on all the politicians and military leaders. Their drug running networks would make an effective insurgency in the border areas too.

      The USA isn't willing to make a protectorate out of Mexico, which is what it would take to win.

      The Mexican feds are by most accounts not corrupt but their sphere of actual control is extremely limited.

    You can't declare war on organizations that aren't a country. Technically you can't do cross-border activities without either Mexico's permission or violating Mexico's sovereignty. Use of force below the level of armed attack isn't necessarily in violation of the UN charter. The US could do raids into Mexico without Mexican permission.

    Anyways cartels hide among the local governments and good luck doing anything.

    Because we'd put boots on the ground, kill a good number of cartel members, sit around for 20 years fighting a never ending insurgency, and when we inevitably leave achieving causing a power vacuum which the cartels fill you'd come back and post "MUTTS LOST TO CARTELCHADS!"
    It's not our problem, and little Timmy dying because he's a crack addict and got a funny fentanyl surprise in his rocks is not my problem.

    Because Mexico already tried that. It was about 10 years ago the Mexican military basically had kill on sight orders and was actively assasinating cartel bosses
    Problem was this made the cartels more unstable and lead directly to the rise of the ultra-violent narcos we see now. Killing the bosses just created a power vacuum and their lieutenants and captains would split offand form their own organizations to fight over the sudden vacancy. The winners would massacre the losers and anyone associated with them. That’s why all the big cartels from the 90s are either broken up or shadows of their former power. the new Jalisco is a textbook example of this.
