The armed forces of BiH have 9 infantry battalions that are composed exclusively of soldiers from a single nationality, so 3 Serb, 3 Croat and 3 Bosniak battalions, almost guaranteeing that the army will split immediately along ethnic lines in the case of conflict. Republika Srpska has created its own paramilitary formation and they've been steadily militarising their police and getting military equipment for years now
The problem is that due to manpower issues all these battalions are mixed together in terms of ethnicity so if anything happens its gonna be a complete clusterfrick

Bosnian army (OSBiH) sucks and will fall apart as soon as the first shot is fired. You can count that every side will defect from OSBiH and take weapons to their side.
Anti aircraft battalion is stationed in republika srpska and they have some shitty yugoslavian m84 tanks. m60 Patton tanks are stationed in the Federation part. Small arms are equally distributed, no side has any jets or advanced weaponry. The deciding factor in my opinion will be the croats and who they choose to side with.

The fundamental thing you need is a community you can trust. Before you get fancy about cells and compartmentalization the easy thing is to only organize with people you and your network personally know and can vouch for.
