I played Ultimate General on iPad years ago, and enjoyed it.

Fall of the Samurai DLC for shogun 2 is great as well. Its set in the 1860s-1870s so breechloading rifles and ironclad combat
I second this. It is very satisfying to get off a good yari flank charge early game too

the 400 guys are there because you've got unit scale set to medium in the graphics options. set it to ultra and you'll get like 3000-40000. install mods and you can get tens of thousands.

4,000 men is still far below what OP wants. He clearly wants full-sized linear warfare battles, less some skirmish in the peninsular war with a few regiments and more a battle with 30,000 soldier (not sure if he means total or per side but I would be inclined to assume the latter).
Ultimate general has appropriately scaled armies but it isn't an RTS and units are purely representative so you don't get the feel of leading massive armies, Pike and Shot campaigns and a mod of Field of Glory 2 both also lean towards that as well, large armies, but units are purely representative so your 500 man unit of musketeers is modeled as 8 dudes on a tile.

Yes? Go to the option settings and set unit sizes to large. Battles become several thousand. That's just native. Install mod and it'll force it to tens of thousands but you better have a good PC.
it doesnt work with the game. zoom level is too low for 10k+ battles
It works anon, darth mod lets you add 40 unit armies and with it set to ultra it becomes like 12k armies
but its still a mod of a total war game so its just walk your units up the shoot.
Just how it is, the number that want a battle to take forever is extremely small, if you want longer battles, try Napoleon like others have said, the extra range from units makes them stand further apart so it takes longer
i want something like wargame where the map is big enough so i can actually flank and supply is an issue.
If you want a new game on that kind of scale rather than an modded older game then I'm afraid nothing like that exists yet
HOWEVER, the recent runaway success of BattleBit Remastered has proven beyond all possible doubt that sacrificing graphical fidelity in order to improve the scale and gameplay of your game is not just viable, but a highly successful strategy so if you are patient enough top wait you may just get exactly what you are looking for sometime in the next few years

Napoleon total war. Basically an improved in every way Empire that has alot of fun mods
Honestly, ETW and Ultimate General (USCW)/Ultimate Admiral: Age of Sail (American Revolution) are about it. There's also Grand Tactician (USCW), but word is that the developers bit off more than they could chew.
Now, if you don't mind multiplayer stuff where you control just a single guy, there's War of Rights (USCW) and a bunch of Mount & Blade mods in pike&shot settings. Meanwhile, Creative Assembly's next game is going to be set in... ancient Egypt. Meh.
Give Mount & Blade Napoleonic Wars a go. I used to play on a roleplay server where both teams would keep to their lines and follow orders and everything and not be total lone wolf call of duty style and it was incredibly fun. I haven’t played in probably like ten years now so I’m not sure how many people are still playing but it’s worth looking into.
Being in a line and holding fire while the enemy advances in formation until ordered to fire and load while they return fire under their orders was incredibly fun and stressful, plus there are cannon crews and cavalry that make it even more fun. It was super scary seeing enemy cavalry crest a hill and turn toward your position, or your unit cresting a hill only to be face to face with cannon crews who are quickly loading grapeshot to deal with you.

Mount and Blade NW still has player line battle events. There's also commander battle servers that fill up daily. Holdfast melee combat is shit compared to M&B.
I would expect to see a NW multiplayer module for Bannerlord at some point as well
I'm pretty sure there are already some gun based singleplayer mods
holdfast nations at war, i have never experienced such an immersive role playing multiplayer game.

Napoleon Total War 3.
Its a mod on Napoleon total war which adds as much realism as possible in this game. I have not checked it out for a while but it used to be multiplayer only.
I highly reccomend watching some videos on it, its very entertaining.
