That sounds like Russia and their campaigns on power grid, threats to "freeze Europe" and striking civilian buildings. Ukraine has kept to targets that will positively impact the war effort like depots and air bases. At best the closest thing to civilian targets they've possibly hit was setting factories / warehouses on fire and that big bridge to Crimea.
