What will happen is lesser authorities from the previous regime's hierarchy will locally take power and maintain order in their jurisdiction. These may be Warlords from the military or former Provincial (or in your case, State)/Municipal governments. Using whatever available resources they can they will turtle up an try to keep the peace as best as they could in the area they could realistically control.
The real danger won't be people trying to survive or criminals, it would be politically minded factions with, idk, irridentist goals, restorationists of old regimes, or memers who want to create a different nation state.
So instead of ramshackle Post-Apoc gangs, you'd just have the remnants of the US military- most likely the National Guards you oh-so-conveniently allow states to have-

I actually have a design of a "Air Assault Infantry Battalion" that's based around The Russian VDV Air Assault Battalion BUT it has only 2 Infantry Companies (read: Coys), 1 Tank Coy (i.e. something like a MPF that has a M60A2 Turret on a MPF Chassis), a HHC (w/ the Recon Platoon, Medical Section, Support Platoon as part of The HHC alongside a Drone Crew and Electronic Warfare Section as well as a "Heavy Fires" Platoon) alongside various attachments (i.e. SOF Recon Platoon, Engineer Platoon, MP Platoon and FSC from Brigade/Regiment).
My bad, it's supposed to have 2 MPF-152 Coys. But you get the idea.
OH and this hypothetical unit has a 9 gun M-160 Mortar Battery (again - purely hypothetical).
