It's literally just a large thermobaric bomb, there's no secret on how to build a MOAB/FOAB. The difficult part is to have a bomber large enough to carry one and drop it on the enemy

Therefore chances are Russia doesn't have a stockpile of FOAB, if they even had one in the first place. Getting some guys to guess the numbers and say 'yep we totally did it' is much cheaper than actually doing it.

Russia always has a oneupsmanship game going on where they feel the need to create similar equipment to the US despite it not having a place in their doctrine or strategic needs. FOAB is a pretty clear cut example. MOAB/GBU-57 is an EXTREMELY niche weapon for the US that has low production numbers as a result, it's yield is the result of needing to generate shockwaves deep into the earth for bunker busting. It was made purely because the current inventory was incapable of dealing with very deep hardened structures deep inside enemy territory so it needed to be carried by the B-2.
FOAB on the other hand fulfills no niche and is less effective at it's proposed role than current munitions. It's FAE so it's only useful for surface targets, so large that it can only be used by transports or theoretically a Tu-160, neither of which are particularly survivable and it's potential targets would be better served by Fullback's with 500kg FAE munitions that could cover a wider area while being on a more survivable platform.
I"m guess its to put center of air drag further forward of the bombs center of mass. Helps with tracking by pushing the nose away from the wind direction so it doesn't turn and divert because it turned
But fo now, russian MOD has limited itself with the Belgorod region.
